My Xbox Series X fan recently broke now causing the console to overheat, I’ve had the console since release and was wondering if I should also replace the thermal paste?

Yes you should use thermal paste. You may still have enough thermal paste left on the IC chip that has over flows over the side, but don't whip it off .

It never hurts to reinstall your thermal paste (if you can do it right and using the right paste for the device) i change mine about once every year or two
